JPI Completes First Two Phases of New Community at Frisco Railhead, Delivering 903 Luxury Apartments

FRISCO, Texas – October 28, 2025 – JPI, a leader in Class A multifamily development, has completed the first two phases of a new multifamily development at Frisco Railhead, a $3 billion mixed-use development project in downtown Frisco. Master developed by Heady Investments LLC, the 80-acre project will encompass 1,300 multifamily residences, a 17-story hotel with condominiums on the top two floors, 36,000 square feet of retail space, a 1.5 million-square-foot office campus and 5-acre central park.
Known as Jefferson Railhead and Jefferson Parkhouse, JPI’s first two phases account for 903 of the new multifamily residences opening in one of the country’s fastest-growing submarkets. Totaling $283.3 million, the two projects were made possible through the support of key financial partners, including Simmons Bank, Texas Capital Bank, Happy State Bank, Heitman, Madera Residential and WayMaker.
Located at 10221 Whistle Stop Lane, Jefferson Railhead offers a mix of studio, one- and two-bedroom apartments and is currently 60% leased, while Jefferson Parkhouse, located at 10450 Whistle Stop Lane, is comprised of studio, one-, two- and three-bedroom layouts and is 17% leased.
Residents can enjoy a full range of amenities at each community, including resort-style pools with cabanas and sundecks, fitness centers, co-working lounges with private conference and whisper rooms, electric vehicle charging stations, controlled-access parking garages, and property-wide Wi-Fi.
A short drive away from the new PGA of America headquarters and The Star, home of the Dallas Cowboys, with close proximity to major employers including JPMorgan Chase, Toyota North America, Liberty Mutual and FedEx Office, the communities offer residents convenient access to premier entertainment, dining, office and retail destinations, as well as Frisco’s top-tier school district.
The third and final phase is currently in design and expected to break ground in 2026. Once open, the Class A-plus development will bring 377 homes to Frisco Railhead.
