JPI Closes on Land for Torrington Forest, Delivering 248 Income-Restricted Homes to Southern Dallas

Every home will serve households earning 50%, 60%, or 70% of area median income under a long-term partnership with the City of Dallas Housing Finance Corporation

DALLAS (September 10, 2026) – JPI, a premier developer of multifamily communities, today announced the closing of land and construction financing for Torrington Forest, a 248-home income-restricted community on a 16.95-acre site at 7100 S. Great Trinity Forest Way in southern Dallas. The transaction closed on September 3, 2026, marking the start of development for the three-story, garden-style community. Construction begins this month, with completion anticipated in mid-2028.

All 248 homes at Torrington Forest will be income-restricted, with 13 homes serving households earning up to 50% of area median income (AMI), 222 homes at 60% AMI, and 13 homes at 70% AMI. The community is financed through 4% Low-Income Housing Tax Credits administered by the Texas Department of Housing and Community Affairs. The land is ground-leased to the development partnership by an affiliate of the City of Dallas Housing Finance Corporation (HFC) under a long-term agreement, with HFC serving as the partnership’s general partner.

“Dallas needs housing that working families can actually afford, and it needs to be located in the neighborhoods where those families already live and work,” said Karsten Lowe, Director of Affordable Housing at JPI. “Torrington Forest will provide 248 quality homes for households earning between 50% and 70% of area median income, creating a meaningful addition to the supply of attainable housing in southern Dallas.”

A Community Built for How Dallas Families Live

Torrington Forest will offer a range of amenities designed to support residents’ everyday needs, including a swimming pool, fitness center, community room with kitchenette, business center, dog park, walking trails, and picnic and grilling areas.

The community is located across from Trinity Forest Golf Club and near McCommas Bluff Nature Preserve in the Great Trinity Forest and the Dal-Tile corporate headquarters. Residents will also have convenient access to a nearby retail center featuring grocery, national and locally owned businesses.

Approximately 6.3 acres of the site will be preserved through a conservation easement covering the property’s floodplain along Elam Creek. JPI worked with the City of Dallas to protect the wooded creek corridor while delivering a meaningful number of income-restricted homes to serve the residents of South Dallas.
